Block off staff from being booked on "time off"

I didnt realize this was a thing. This is pretty bad as time off was how we were going to work around on time frames that our staff can not be booked but the schedule shows them as available. This is not a great fix either though.
There either HAS TO BE a 2-way sync with staff calendars, and individual calendars for each employee that syncs to the company calendar OR has to be a way to manually carve out windows of time that our staff can not be booked.
Example: We have account managers that spend the first 2-3 hours of their days meeting with property managers and organizing crews, However that is not every day and it is not every employee, so changing our overall availability of the company to after that time is not a fix. We have a serious concern about double bookings. Sure this could be resolved by not using the booking link, which would be a poor solution, but then we also dont have automations and fully documented leads entering our system automatically.

I was wondering what the whole point of adding time off was when you can still schedule the tech who has time off. Doesn't make sense to offer a feature that doesn’t work.
